I am commanded by My Lords Commissioners of the Admiralty, to acquaint you, for the information of the Secretary of State, that the proposals set out in the Governor's letter of 16th May, 1916, cover Admiralty requirements in the matter, as arranged by the Rear Admiral, acting on Their Lordships' instructions. The proposals are therefore concurred in so far as Naval interests are concerned.
